Community Resilience Planning Guide for Buildings and Infrastructure Systems

Description: This guide helps connect good ideas and constructive actions for long-term community prosperity. In addressing the how of resilience, the guide is a tool that will help communities unify disaster risk management, emergency response planning, and long-term community and economic development planning. The guide walks through a six-step process to planning for community resilience:

  • Step 1: Form a Collaborative Planning Team
  • Step 2: Understand the Situation
  • Step 3: Determine Goals and Objectives
  • Step 4: Plan Development
  • Step 5: Plan Preparation, Review, and Approval
  • Step 6: Plan Implementation and Maintenance


The guide ends with a walk-through of the process using a fictional city.
