Recommended Specifications and Quality Assurance Guidelines for Steel Moment-Frame Construction for Seismic Applications (FEMA 353)


FEMA In 1995 Federal Emergency Management Agency funded to address both immediate and long term needs related to solving performance problems with welded, steel movement-frame connections discovered following the 1994 California Earthquake; FEMA 353 was one of the final products. This document provides recommendations to supplement industry standard specifications for structural steel construction of steel moment frames intended for seismic applications. In addition it presents recommended guidelines for implementation of construction quality control and quality assurance programs for these structures. These recommendations were developed by practicing engineers, based on professional judgment and experience, and by a program of laboratory, field and analytical research.
